There are 45 characters in Chrono Cross who can join your team, however it is impossible to get all of them to join your team unless you use New Game +, since you'll have to make a choice between which character you want to join you during several points in the game.

How to recruit: In Termina talk to the man polishing Viper's ststue then talk to Guil and ask him to take you to Viper Manor.

One of the lamest character ideas ever, Square must of been really desperate for character ideas when they thought of him, I mean a rock star? In a Chrono Trigger game? And he fights withg his Guitar?
How to recruit: In Termina go on the Magical Dremer's boat and in the dressing room talk to Mikki, and the Manager and agree to look for Nikki in the Shadow Forrest. Look in the forrest and find him, rescue him from the monsters and follow him to the watterfall, then he'll join.

Viper

The ruler of the El Nido Archipelago, he is being faced with threats from porre and is rumored to be an associate of Lynx.
